The presence of four Councilmembers, a quorum, shall be required to dispose of any matter. A majority of the quorum must concur to change or overturn the decision of the Hearing Examiner. The decision of the Examiner shall be sustained if a majority of the quorum is unable to concur. [Ord. 704 § 2, 2019.]
