The City Manager or designee is authorized to establish a maximum speed limit of 20 miles per hour on all streets or roads within the City when the City Manager or designee deems it unadvisable for vehicles to operate at the maximum speed limit allowed by state law due to temporary conditions, including, but not limited to, construction or repairs; identified excessive traffic periods; dangerous conditions; emergencies, whether manmade or natural disaster; or any other temporary cause (RCW 46.61.415).

A. A speed limit established under this section does not need to be determined on the basis of an engineering and traffic investigation;

B. When establishing a speed limit under this section, the City Manager or designee shall consult the Manual on Uniform Traffic Control Devices as adopted by the Washington State Department of Transportation and shall ensure that adequate signage reflecting the reduced speed limits is maintained;

C. Temporary controls will be removed when the City Manager or designee determines that conditions no longer warrant their continued use; and

D. Alteration of maximum limits on state highways within the City shall not be effective until such alteration has been approved by the Secretary of Transportation. [Ord. 690 § 1, 2018.]
