The purpose of this chapter is to implement the goals and policies of the Washington State Growth Management Act and the City of Lakewood comprehensive plan, to protect the public health, safety and welfare, as well as the environment, by establishing a system of regulations intended to cause property owners within the City of Lakewood to connect to public sanitary sewers as currently constructed or as may be constructed in the future.
