A variance shall not relieve an applicant from any of the procedural provisions of this title, conditions of approval established during prior permit review, or any of the provisions of the critical areas code, except for the required buffer widths. The variance process shall not allow the establishment of a use that is not otherwise permitted in the zoning district in which the proposal is located or allow development that would result in an increase in density or a reduction in the minimum lot size.
