In the event it becomes necessary to secure the services of one or more law enforcement officers to properly enforce these rules and regulations and to maintain order in a cabaret, dance hall or public dance, all expense for such service shall be borne by the licensee, and it is his duty to secure the services of such officer or officers as are deemed by the City to be necessary to preserve order and enforce the rules and regulations prescribed in this chapter and the state law.
