“Alley” means a strip of land dedicated to public use for access to the rear of properties. Such alleys, to be used for the purpose of refuse collection, must be at least 20 feet wide and open to a public street at each end, or otherwise as approved by the public works director in accordance with the purposes of this chapter.

“Automated carts” means a cart with a tight fitting lid designed to be picked up and emptied by mechanical means.

“Automated service” means garbage or recycling collection services where specific containers or carts are provided that are emptied into a garbage truck by mechanical means controlled by the operator.
