It shall be a misdemeanor for any person to violate or fail to comply with the requirements of this chapter. It shall also be a misdemeanor for any person to dump or deposit garbage or garbage containers on the property of another where the result would be to increase or add to the collection services received by the property of another so as to bring that level of service out of conformity with the level of service provided to the property or to make the property of another in violation of the City Code.
