Whenever, at any place within the corporate boundaries of the City, four or more dogs are found to be roaming or running at large together, they constitute a public nuisance, which shall be terminated in the manner provided in this chapter; provided, however, that this section through LMC 6.06.100 shall not apply to dogs belonging to one owner who are roaming or running at large on property of their owner.
