If the preliminary plat, as filed, is consistent with the City’s comprehensive plan, and is in conformance with all of the City’s land use codes and is otherwise acceptable in form and substance, the Community and Economic Development Department shall receive the application and shall promptly forward copies of the preliminary plat to appropriate governmental agencies for their review.

If the application is not consistent with the comprehensive plan land use designation, the application shall be returned to the applicant, and shall not be accepted unless the comprehensive plan land use designation is amended to be consistent with the proposed subdivision.
